Citizenship and Immigration is arguably the most broken of all
federal government departments. For years, its policies have been
incoherent, inconsistent and grossly out of touch with Canada's
needs. Canada has no comprehensive immigration policy. Instead, we
have a patchwork of policies that have been developed in isolation
from one another, each intended to address a specific issue, but
none of which were designed to be part of a coherent whole.
